Licensure Information Section

License

This field displays the current or most recent license type held by the individual.  For other licensing agencies, each definition includes the “Stages of Teacher Licensure” levels met by the license, if any, as defined in the NASDTEC Interstate Agreement for Educator Licensure.

Current Active Types:

Professional: (NASDTEC - Stage 3) Standard professional license issued to educators that have completed a Utah education program, traditional or alternative, or transferred an educator license from another state or country and met Utah’s licensure requirements. Valid for 5 years, renewable.

Associate: (NASDTEC - Stage 1) Temporary license issued to an individual earning their professional educator license through a Utah university-based or alternate education preparation program as defined in Utah Administrative Rule R277-301. Valid for 3 years.

LEA-Specific: (Not NASDTEC Comparable) Temporary license approved by the governing board of a Local Education Agency (LEA) under Utah Administrative Rule R277-301. Valid for 1, 2, or 3 years.

Former License Types:
Now considered expired, are no longer valid, and will not be issued in the state of Utah.

Level 1: (NASDTEC - Stage 2) Standard initial license issued to individuals that have completed a Utah education program, traditional or alternative, or transferred an educator license from another state or country and met Utah’s licensure requirements.  Valid for 3 years, renewable.

Level 2: (NASDTEC - Stage 3) Standard professional license issued to educators that held a Level 1 license and have met the Entry Years Enhancement program requirements for upgrade.  Valid for 5 years, renewable.

Level 3: (NASDTEC - Stage 3 or 4) Standard professional license issued to educators that held a Level 2 license and that have completed a doctorate level degree, National Board Certification, or holds a Speech-Language Pathology license area of concentration and holds ASHA certification.  Valid for 7 years, renewable.

Alt. Route to Licensure: (NASDTEC – Stage 1) Temporary license issued to an individual earning their initial educator license through the USBE Alternative Routes to Licensure program under Utah Administrative Rule R277-503.  Valid 1 year, renewable for up to 3 years.

International Guest Teacher: (NASDTEC – None) License issued to an International Guest Teacher hired under a Memorandum of Understanding (MoU) between the teacher’s country of origin and the Utah State Board of Education (USBE).  As of Fall 2016, USBE has or has had MoU’s with Spain, China, Mexico, France, Taiwan, and Brazil.  Valid for 3 years, non-renewable.

Level 1 APT: (NASDTEC – None or Stage 1) License issued to an individual that has met the requirements of Utah Administrative Rule R277-511 which provides for an LEA to hire and create a preparation program specific to the individual educator.  If all requirements of the rule are met, the educator may be upgraded to a standard Level 2 license after a minimum of 3 years of full-time teaching experience or 4 years of at least 0.4 Full-Time-Equivalent (FTE) teaching experience.

Level 1 – Conditional: (NASDTEC - Stage 1) Initial license issued similar to the Level 1 license above except the individual has not submitted a passing score on a required content-knowledge assessment.  Valid for 3 years, non-renewable, no longer issued after 3/1/2011.

Level 1 – Returning: (NASDTEC - Stage 2) Temporary license issued to an educator that holds an expired Level 1, 2, or 3 license that is renewing that license under R277-502-6.  Valid for 1 year, non-renewable.

Level X – LEA-specific: (NASDTEC – None) Competency-based license issued under Utah Administrative Rule R277-503 and the authority of the issuing district or charter school.  These licenses are valid only in the issuing district or charter school.  Valid for time aligned with Level 1, 2, and 3 licenses above, renewable, non-transferable.

Temporary (NASDTEC – None) Temporary license issued as a “Letter of Authorization” under Utah Administrative Rule R277-502 or “Letter of Eminence” under R277-520.  Valid for 1 year, for renewal information see the appropriate Board Rule.

License Status

Status of the current or most recent license.  It is important to note that this data does not identify individuals currently under investigation by the Utah Professional Practices Advisory Council (UPPAC).  Additionally, as per Utah Statute 63G-4-106(2), educator discipline that that occurred more than 10 years prior to the current date does not appear in this tool.  For questions regarding educator discipline please contact UPPAC at (801) 538-7745.

Possible Values:

New – First issuance of this type of license for the individual.

Renewed – A subsequent issuance of this type of license after completing license renewal.

Reinstated – Reissuance of this type of license after a Board-issued suspension.

Expired – most recent license has expired and is not valid for employment.

Suspended – The current license has been suspended by the Utah State Board of Education for a minimum period of time and usually includes conditions that must be satisfied prior to a review for reinstatement and is not valid for employment.  For more information contact UPPAC at (801) 538-7745.

Revoked – The current license has been invalidated permanently by the Utah State Board of Education and is not valid for employment.  For more information contact UPPAC at (801) 538-7745.

First Licensed On

The date on which the educator first received a Utah educator license meeting the Stage 2 definition in the NASDTEC Interstate Agreement for Educator Licensure as described above.  This field may be blank if no such license has ever been issued to the educator.  This field is programmatically calculated and may not be accurate for every educator.  In particular, this field is less accurate for individuals that received their initial Utah licensure prior to 1985.

License Issue Date

The date on which the educator’s current or most recent license was issued.

License Expire Date

The date on which the educator’s current or most recent license expires or expired. The standard expiration date of all Utah Educator Licenses is the end of a school year, 6/30/****.

Credentials Section

Lists all license areas of concentration and endorsements currently held by the educator. Professional license areas and endorsements do not typically have expiration dates. All endorsements under a restricted license area are similarly restricted.

States reviewing licenses for transfer under the NASDTEC Interstate Agreement for Educator Licensure should consider only license areas and endorsements without restriction and without expiration date as meeting the definition of Stage 2 teacher licensure.

Recommending Institution

The university program that recommended the individual for initial licensure.  Due to data model changes license areas issued between approximately 1998 and 2003 may display the Utah district or charter school that recommended the individual for a Level 2 license.

Other Possible Values:

Others Not Detailed - Indicates that the individual did not complete a Utah educator preparation program, but rather completed an out-of-state program and then transferred a license issued under another jurisdiction to Utah.

USBE - Indicates that the individual completed either the Utah State Board of Education Alternative Routes to Licensure (ARL) program or was licensed in Career and Technical Education prior to the existence of the ARL program.

Certificate Type

This field distinguishes between standard licenses and licenses valid only in online-only instructional settings.  Online-only licenses are extremely rare.  Due to data and licensure changes, this field may display a value of “Basic”.  Under current licensure policy any license area with such a designation should be considered “Standard”.

Assignment Section

Lists relevant information to the educator’s current or most recent school year assignment in a Utah public or accredited private school.  The percentages displayed represent the educator’s assignment for the entire school year.  An End Date of 6/30/9999 indicates that the assignment is current.  The standard Begin Date for educators working at the beginning of a particular school year is 7/1/****.

District/Charter

Charter Schools are listed as their own district here because they are considered a Local Education Authority (LEA) just like a district is.  When the district/charter name is listed with the same school name; it means the employing entity is either a charter school or an accredited private school.

State Qualified

Indicates whether or not the educator has, or did have at the time, the appropriate licensure to be considered qualified for this assignment by the State of Utah and generated all appropriate state funding.

**IMPORTANT NOTE** This system does not display expired temporary licensure. This means that an individual may appear to have no licensure but still be shown as “qualified” for his or her most recent assignment.  This is most often due to a Letter of Authorization or similar temporary licensure that was valid at the time of the previous assignment that is not displaying as it is not currently valid.
